Nascido em 68, na Reino Unido, Billy teve uma carreira cinematográfica pequena, porém, grandiosa. Trabalhou como encadernador antes de ser ator. Um dos livros que costumava vender, era O Senhor dos Anéis. Além de ator, Billy canta e toca violão. Podemos conferir seu talento para a música no terceiro filme da trilogia, na qual ele canta, homericamente, no final de The Stewart of Gondor, que também foi escrita por ele.
